What does an empty Batumi apartment cost when nobody lives there?

An apartment can be unoccupied and still incur bills. We examine public service tariffs, an actual developer fee example, property-tax rules and what to check before leaving a home empty.

Illustration of an unoccupied modern coastal apartment during rainy weather, with keys, paperwork, a humidity meter and furniture covered for the owner’s absence. Not a specific development.

What does an empty Batumi apartment cost when nobody lives there?

The doors are locked, taps are shut, and nobody is renting the apartment. Does that make the annual ownership cost zero? Not in Batumi. A building may still charge for shared services, contracts can remain active, and a water leak left unnoticed for weeks can cost much more than the utilities saved.

There is no trustworthy single “average bill” for all apartments in the city. A beachfront serviced complex and a small residential building operate differently. This guide relies exclusively on publicly available tariffs and one explicitly identified developer example. Calculations are illustrative, not actual bills from owners or a market average. Verified on 21 October 2026.

The bill that remains when consumption stops

Maintenance of shared property can cover lifts, lighting, cleaning, security, building systems and grounds. Whether the owner uses those services every day is not necessarily how the charge is determined. The relevant documents are the management contract and the building’s adopted rules.

For a real, publicly stated example, ONE Batumi advertises a planned maintenance charge of $1 per square metre per month and lists the common services intended to be covered. This is one development’s published planning figure, not a citywide tariff or a verified current invoice. Under that one formula, a 50 m² home would cost $50 each month or $600 a year in shared-building fees before any other bills. Request the actual binding schedule for your own building.

Electricity, water and gas: published tariffs versus your meter

EP Georgia Supply lists VAT-inclusive household electricity rates for autumn 2026 of approximately GEL 0.19731/kWh for monthly use up to 101 kWh, GEL 0.23707/kWh for the 101–301 kWh band, and GEL 0.28227/kWh above 301 kWh. A hypothetical 60 kWh month costs about GEL 11.84 in the first band. It is not a typical vacant-home consumption figure: disconnected appliances may use nothing, while humidity control, security equipment and network hardware will use power.

GNERC publishes Batumi Water’s metered residential water-and-sewerage tariff as GEL 0.518/m³. Zero measured consumption is not the same question as whether the subscriber account has been correctly updated, especially where metering is absent. For gas supplied in SOCAR Georgia Gas’s main area, the residential tariff is GEL 0.56928/m³, with territorial exceptions. These unit prices do not establish an automatic winter utility budget.

Waste charges and subscriptions can outlive the holiday

Batumi City Hall announced a change to household waste-charge administration in February 2026. Residents who were not registered as waste-fee subscribers may be provisionally billed GEL 1.30 per person; the registered number of people can be checked and adjusted with documentation. It would be wrong to present GEL 1.30 as a blanket fee charged to every empty apartment. Check the actual subscriber account rather than assuming that non-occupation switches the charge off.

Broadband, TV, a parking space and smart security each follow their own subscription rules. Suspending a service requires the provider to agree. If remote leak and humidity sensors depend on internet access, cancellation may remove a useful protection. Rental management commissions are a different matter: a vacant home that is not being rented does not generate rental turnover on which to calculate a commission.

Rain and humidity: the expense that arrives later

Batumi owners need to think about moisture as well as invoices. A slow leak, blocked air-conditioning drain or condensation behind furniture may go unnoticed until the next visit. The US Environmental Protection Agency advises keeping indoor relative humidity below 60%, ideally around 30–50%, and fixing sources of water promptly.

Before leaving, check balconies, glazing seals, bathrooms and exposed plumbing; clean air-conditioning drainage; arrange safe ventilation or humidity control appropriate to the apartment; and provide an emergency contact who can access the property. Inspections with dated photographs and humidity readings help establish whether a problem has developed. Heating and electrical equipment must only be left operating in modes approved by their manufacturers and the building manager.

A transparent annual example, not a citywide average

Apply ONE Batumi’s stated *planned* $1/m² monthly figure to three hypothetical homes: 35 m² gives $420 a year; 50 m² gives $600; and 70 m² gives $840. Those numbers are useful for demonstrating how shared-building fees scale with area, but they cannot be transferred to another development without written confirmation.

If electricity use happened to be 60 kWh in each month of the year, the published first-band price would add approximately GEL 142.06 annually. We deliberately do not add that GEL figure to US-dollar maintenance charges without specifying a currency conversion. Nor does this example include water, gas, refuse collection, broadband, inspections, insurance, repairs or any applicable property tax. Those must be calculated using the owner’s actual contracts and readings.

Property tax depends on income and the owner, not occupancy

Georgia’s Revenue Service states that in 2026 the family-income threshold for a personal property-tax exemption on non-land property increased from GEL 40,000 to GEL 100,000. An empty apartment is not automatically exempt, and not every owner is automatically liable either. Property category, family income and legal circumstances matter.

The service also announced 2 November 2026 as the relevant filing deadline for individuals who are required to lodge their annual property-tax declaration. An official income calculator is available. Owners with income abroad should verify their individual situation rather than treating a headline threshold as personalised tax advice.

A practical departure plan

Obtain the maintenance schedule and the last invoices; record all meter readings; test plumbing and accessible shut-off valves; agree on emergency access; inspect seals and drains; check vacancy terms in the insurance policy; and appoint someone to carry out periodic documented checks. Qualified technicians should handle gas, electrical and other safety-critical works.

There is no verified universal price for a monthly inspection of an empty Batumi apartment. Services vary in frequency, travel, reporting, key storage and authority to pay for urgent repairs. Treat the inspection budget as a separate quotation, not an imaginary market average. A clearly scoped inspection agreement is usually a more useful safeguard than cancelling every low-cost service.

The correct answer is not a mythical average monthly bill. Combine your specific building contract, metered utilities, safely managed absence and any tax obligations. That is the cost of owning a vacant apartment.

Questions owners ask

Can I stop paying building fees when I am away?

Not automatically. Your obligations depend on the building rules and maintenance contract.

How much could an empty 35 m² studio cost?

Using one developer’s published planned $1/m² monthly fee gives $420 a year for building services alone; obtain the binding price for your actual property.

Must a dehumidifier run all year?

There is no universal setting. Measure humidity and follow equipment safety instructions; the EPA advises staying below 60% relative humidity.

Why might I see a waste charge?

The city changed waste-fee administration in 2026. Ask the municipal service to check subscriber details and registered occupants.

Does an empty apartment trigger property tax?

Vacancy alone is not the tax test; the owner’s circumstances, property and family-income rules matter.

Should I keep broadband connected?

Review your subscription and whether remote monitoring depends on it.

Is a paid inspection worth it?

For lengthy absences it can reduce the chance of an unnoticed problem. Ask for a written scope and quote.
